good news - but I thought it was agreed in November not to label it as "for international students" ... anyway it's a great leap forward to have a statement of principles like this coming from on high as well as where it's been coming from for many years

that was not agreed as the project was funded specifically for international students.
The document, however, clearly notes (p. 1, 2nd paragraph) that the principles apply to all post secondary students. Also, please note that of the 10 principles, only 2 (8 & 9) make specific reference to international students.

Very pertinent report, and even if it came about because of international students, it has emphasised that they are only one of the groups for which questions of English language proficiency arise.
We want to put this about a bit as a potential tool for our institution to use to review current practices. How would we reference this report in APA? Was the steering committee part of the Department or commissioned by it? Further contextual info gratefully received.
