here is how it works, on paper and hopefully in reality at the UTS ELSSA Centre. The extracts below are taken from a document developed over several years: 'working at the ELSSA Centre, guidelines for full-time, fractional & fixed-term contract academic staff':
A UTS ELSSA Centre lecturer’s duties consist of performing in 3 areas:
(i) teaching and educational development, consisting of:
a. face/face teaching and
b. associated work
and/or
c. educational development
(ii) research, scholarship, and the advancement of knowledge and its applications and
(iii) contributions to the university and the community
2.2.1 teaching and educational development
The current face/face annual teaching load at the ELSSA Centre is 14 hpw x 26 weeks (UTS academic teaching semester), totalling 364 hours. There is also an additional assumed 2 hours work associated to each teaching hour (728 hrs. p.a.). While the overall total number of teaching hours is comparable to teaching hours taught by other UTS lecturers, teaching at the ELSSA Centre is carried out over more weeks per year than it is by faculties, from mid January to mid December and includes: pre/post sessional teaching activities, intensive and extensive programs as well as teaching during the semester. All teaching hours completed during the year are deducted from the semester teaching load. Please note that figures used in this document are a guide only.
a. face/face teaching (F/F) includes teaching:
• ELSSA Centre credit subjects and courses and/or
• credit subjects from other faculties and/or
• non-credit generic courses/subjects/workshops and/or
• non-credit faculty based courses/subjects/workshops and/or
• one-off sessions (eg. 2 hr. lecture/workshop on ‘report writing to Business students’), except orientations and/or
• individual structured student consultations (1:1), etc.
and
b. associated work which includes
• class preparation, development of teaching resources
• marking
• consultations with students resulting from F/F teaching
• reading assignments for 1:1 consultations
• participation in F/F teaching related meetings
• liaison with faculty/ELSSA staff re F/F teaching etc.
and/or
c. educational development which includes
• any teaching related work which results in either face/face teaching and/or the development of teaching resources, and/or
• collaborative work with faculties leading to face/face teaching and/or to staff development,
• participation in liaison meetings in faculties/units/centres,
• coordination of educational development activities in faculties
• preparation of workbooks,
• attendance at lectures/tutorials, etc.
----------
a. total face/face teaching: 14 hpw x 26 weeks = 364 hrs p.a.
b. total associated work and/or c. educational development:
28 hpw x 26 weeks = 728 hrs p.a.
‘a + b’ and/or ‘c’ total ‘teaching and educational development:
1092 hrs p.a. =65% of total time p.a.

2.2.2 research and scholarship
and the advancement of knowledge and its applications includes
authorship of books, articles, papers
authorship, direction/execution of performances, exhibitions
establishment of collaborative industry links
conduct of research and development activities/groups
contributions of a scholarly kind to the affairs of a professional organisation
invitations to address scholarly/professional meetings & conferences
initiating/completing individual/cooperative research projects, etc.
All ELSSA lecturers are expected to be involved in research & scholarship activities and/or be enrolled in postgraduate studies at Masters or PhD level. Some research activities may attract internal or other funding. Study time (see ‘releases 3’) is part of research, scholarship, and the advancement of knowledge and its applications.
The hours allocated to research can be spread flexibly over the year. The 420 hours, or 60 days, can be used for example as 1 day/week during semester (26 days) plus block periods during non-teaching and/or less busy times of the year. Research time should be arranged in such a way that it does not interfere with the Centre’s teaching and educational development activities.

research, scholarship, and the advancement of knowledge and its applications:
420 hrs p.a.=25% of total time p.a.
----------
2.2.3 contributions to the university and the community
include
• standard administrative tasks
• administrative duties related to teaching (coordinating one or two classes in the same/similar subjects)
• enrolling students
• presenting Centre activities to students
• participating in orientations
• liaising with university staff (for reasons other than those defined under (i)c)
• answering enquiries
• participating in university committees/activities
• being involved in relevant professional bodies/community groups
• being involved in the management of an academic unit
• coordinating short-term programs (intensive courses,…)
• contribution to entrepreneurial work
• establishing of effective international links which promote the development of UTS
• contributing to policy formulation, etc.
No teaching releases are available for these activities, unless it can be demonstrated that the time used exceeds the time allocated.

contributions to the university and the community
168 hrs p.a.=10% of total time p.a.

3.2 research/material/staff development projects
which receive internal (ELSSA Centre, Faculty, UTS) and/or external funding enable lecturers to ‘buy out’ of F/F teaching at the current hourly part-time teaching rate. As a contribution to projects, salary on-cost expenses are borne by the ELSSA Centre. For example, a project which generates $6,500 income to the Centre would ‘buy’ approx. 50 F/F teaching hours (@ $130/hr), or a total of 150 ‘educational development’ hours. Projects which are not funded internally or which do not generate income to the Centre or project funds which cannot be used for teaching replacement costs do not ‘buy’ teaching hours.
3.3 study time
Study time is normally not formally granted to academics in most faculties at UTS. The ELSSA Centre recognises the importance of developing its research profile and of lecturers’ needs for further study. At the ELSSA Centre, lecturers formally enrolled in postgraduate studies at Masters or Doctoral level are entitled to use 25% of their total working time for postgraduate study. Being enrolled in a postgraduate course can be used in lieu of contributing to research and scholarly activities, but it cannot be used to be released from teaching, unless external funding is available (e.g. scholarship). Study time can be accumulated (eg. 3 consecutive days to ‘write up’,…), provided this does not interfere with ‘teaching & educational development work’.
Financial support beyond 25% of their salary for staff undertaking postgraduate studies is normally not available from the ELSSA Centre. A reasonable use of facilities and resources available at the ELSSA Centre (computer hard/software, stationery, equipment) is acceptable.

3.5 research/scholarly activities (03/08)
3.5.1 scholarly output
There is a need to support the research of established, early career and emergent researchers at the ELSSA Centre. That is, to make it possible for more experienced researchers to build on and extend the impact of their work internationally, as well as to support researchers who are in the earlier stages of developing their research profile.
The current research culture of the ELSSA Centre is similar to that of the Faculty of Education, a few years ago. Accordingly, we have drawn for guidance upon a former Research & Development (R & D) program implemented in that faculty.
To foster productivity by acknowledging outputs the following releases apply for the year following scholarly output. For example, if a lecturer published a refereed journal article in 2007, s/he will have a teaching release of 1 hpw F/F in 2008.
R & D releases:
(based on research output of previous year)
output hpw
scholarly book (single author) 5
(2 authors: 75%, 3 authors: 50%, 4+: 30%)
non-scholarly book 2
book editor 1.5
refereed journal article/conference proceedings 1
book chapter, journal editor 1
non-refereed journal article/conference proceedings 0.5
conference presentation 0.5
