Aside from the LAS/AALL conference proceedings, most of which contain articles that reflect on the process of effectively evaluating AALL programs (e.g., peer mentoring), you might want to look at Janis Webb and Patricia McLean, eds., Academic Skills Advising: Evaluating for Program Improvement and Accountability (Victorian Language and Learning Network: Melbourne, 2000).

I've got an article coming out in Prospect Journal (Macquarie) sometime soon which evaluates the use of Langauge development tutorials, later Professional Skills development tutorials, whereby ESOL/EAL tutors were attached to Business 1st year courses and provided supplementary tutorials for ALL students. The tutors ideally had previous experience in eg. law, but attended lectures and liaised (ideally..) with discipline staff to develop ac lit skills.
This was in 2001/2 and the programme has morphed and been withdrawn now and then due to expense...
